what are placebo birth control pills made of?

TOM is visiting and I ususally take the placebos that my pills come with to keep on track with which day I am on so that I do not make a mistake. Today I was taking my placebo and I started wondering if it was simply a sugar pill, in which case I would not take it. I know it would not make a huge difference, but I was just wondering if anyone had any information about it. Thanks
