I don't honestly know if there is a "best" book out there, but there are certainly several worth reading. Protein Power is excellent as is The Schwarzbein Principle and of course, Dr. Atkins New Diet Revolution. You can learn something from each one of these books.
As for cookbooks, I have a few, but really only rely on them for ideas, not necessarily recipes. The ones I have are The Low Carb Cookbook by Fran McCullough and The Skinny On Low Carb Cooking which I got off the 'net. There's also a whole section on this board for recipes for almost anything you can imagine. Lots of great stuff to be found there and it's really worth spending a bit of time browsing through.
