Based on the Leptin theory I understand the answer is no. A handfull of jelly beans once a week will do nothing except maybe give you a taste for them and other sweets again. It would not really be a refeed, which is more like 2500 calories of low fat, high carb (low frustose).
I agree with PacNW, do some searches in these forums and you will find lots of information, discussions and links about refeeds.
