Default Ketosis question

After reading lot about ketosis on this site, I am confused.
When someone has been doing induction for 2, 3 or more weeks how is it possible to not be in the state of ketosis?
I mean the body does need the fuel and once glycogen is not there and there aren't any more carbs coming in, has to burn fat, right? And if one's body is doing that then shouldn't the strips show some difference in color for sure.

Another good way to tell, are you losing weight? In your case yes! Don't worry about it, the strips are not alway a good thing.
