Default reducing resolution of picture for avatar

Sorry to be so dozy - I've finally taken some pictures with my new digital camera and downloaded them onto the computer - so I'm quite pleased. But - I can't post any of them or use one for an avatar, cos they're too big. I've read some of the threads on reducing the resolution, but I can't work out how to do it.
Could anyone describe how to reduce pictures resolution using either Arcsoft PhotoImpression or Microsoft Paint.
Thank you for any help!

Not to worry, I've managed it - as you can see - or not, it isn't the greatest photo - will take some better ones eventually.
