Default Carb vs. "Net Carb"

I have a question in regard to carb vs. Net carbs.

I am unable to find an FDA reference to "Net Carbs" and while I understand that some diets classify carbs minus fiber as "Net Carbs" in my dog-eared pages of New Diet Revolution (circa 1993), Dr. Atkins never said anything about eating "net carbs".

Also, in doing research, I'm running across these types of links : http://www.betafoods.com/howtobuy.htm , in addition to petitions being submitted to the FDA dictating that "Net Carbs" shouldn't be FDA approved.

Thoughts, comments, advice?
