Hi Jessica. I don't think you necessarily have to limit your fat intake. In fact, I'd suggest not to. You really need healthy fats to survive and you will fill up better while eating them. You don't have to go ALL OUT on fat, but at least a bit of olive oil, salad dressing, or mayo a day is quite good for you.
As for the body fat, my number one suggestion is: Weight Train! You will get toned and feel great if you get on a muscle building regimen. I love the Body for Life program myself. Check it out.
Honestly, I don't think someone as small as you are can lose body fat with low carbing alone. I'd suggest a balanced diet (by that I mean lots of protein, veggies, and fats) and good old fashioned sweat and tears. The adequate levels of protein will help you build muscle and you may find that you look better without losing any weight at all.
