Thumbs up Question: Gained pounds but lost inches

I know that when you exercise you may experience a gain in weight due to muscle buildup.

But how do you explain the fact that I am consistently up by 2 lbs...but lost 1/2 inch on tummy and 1/2 inch on waist....and I have been exercising less than in prior months?

I don't think its water....its been consistent (the gain) for last 2 weeks and its not TOM time.

Any ideas because this baffles me especially since I have had my hurdles over the last few months.
