I've had this happen many, many times and wonder if anyone can help clarify what is going on...

Often, after I write a reply or start a new thread, I hit 'submit reply' or 'submit new thread', a new screen loads ... and nothing happens. The screen stays white, while my page loading indicator says 'Done'. It's not that I'm not waiting long enough, because sometimes I've just let that window stay open for 30+ minutes to check. I've also used the reload button, and that doesn't work, either.

I've thought perhaps this has to do with too many users on the forum, but it sometimes happens for hours at a time, day and night. What's the deal?

This might be due to the WYSIWYG toolbar. Disable it by going to "Profile", then edit options. See if that helps.
