TEST/ need HELP with my picture, please

I am SO frustrated!

1) My picture won't show up next to my posting, but it is in my profile.

2) I try to add a signature, but it says I am not permitted to have one when I click on signature in my profile.

PLEASE HELP! What the heck am I doing wrong???
PS The only thing I can see possibly wrong is that it says that html code is off...does that have anything to do with it, and how would I turn it on?
