Does it matter where you get your carbs from? Yes and Dr. Atkins does address this somewhat in his new book, "Atkins For Life". Not only do the number of carbs matter, but where they are on the glycemic index matters as well.
Your 17 grams of carb in the Jello are much more likely to produce an insulin response and knock you out of ketosis than 17 grams of carb from, say, broccoli because those 17 grams of carb in the Jello are coming from pure sugar which will hit your system much faster.
The coating on McDonald's chicken is made from refined white flour and probably sugar as well, so would also be high on the glycemic index although the fat from the deep frying may slow down the absorption a little.
Going over your carb limit for the day on something like regular Jello may slow you down a bit or knock you out of ketosis for a day or two, but don't fret. Instead, learn from the experience and maybe pay more attention to details (like labels) from now on.

Would they have freaked out if you had gotten a salad instead of a sandwich? Not that you should have to defend what you choose to eat (or not eat as the case may be), but if you feel that someone is going to lecture you about low carb when they see what you are eating and you'd rather avoid it, a salad is always a safe way to go and most restaurants have that option available. I have yet to have someone criticize me for eating a salad and tell me that it's soooo unhealthy for me and that I should scarf down a Whopper (or Big D, Fried chicken, etc...) instead.
