This happens to me too! Also happens when I am in the hot tub and the jets are blasting my back, or I use my electric massage thingy on my neck...
It has to do with circulation and stimulation of the epidermis. When you walk/run your circulation really gets moving and blood comes to the surface (part of our body's cooling system), combine that with the jiggling of certain body parts and you get the itchies (nerves over-stimulated with all that commotion). Notice how your non-jiggly parts don't itch very much? I was never "itchy" when I was thin and used to run, but when I started gaining weight around my butt and thighs (post-children), well, that is a different story...
