Glycerine is required to appear as a carbohydrate on food labels although it's not technically a carb. Because it's not a carbohydrate, it doesn't cause a rise in insulin when consumed. Glycerine has more calories than carbs though, 4.3 per gram, and unlike sugar alcohols, it is quickly absorbed.
It's mostly used in protein and sports nutrition bars to keep them soft and moist. It may also be used in frozen confections to keep the texture smooth.
For low-carbers, it's a ymmv thing (your mileage may vary). Most people find they can consume a glycerine-containing product occasionally with no effect on ketosis or weightloss stalls. Other people aren't so fortunate, and find that they may even experience a rise in blood sugar .. likely indirect due to stimulating the sweet tooth.
