Firstly, welcome to this forum.
Having successfully lost weight low carbing I can appreciate how frustrating it must be not to be losing now.
The first time you try low carbing it does seem that it is easier to lose weight than on subsequent attempts. The thing with this way of life is to be patient.
Your target weight of 140 pounds is towards the lower end of the range for your height and with just 15 pounds to lose it will take a lot longer to reach your goal as, particularly for the last 10 pounds your body will be very resisitent to let them go.
Although you said you are eating the same as before. Make sure you do not eat too high calorie. Keep to less than 1800 a day, but more than 1300. For me, the calories are important. I don't know how many carbs you are having a day, but would suggest you have around 30g.
As with any eating plan the initial weight loss is always a lot easier. I have a lot still to lose, but for me losing 2 pounds a month is good going. We all lose at different rates.
Step up your exercise to tone your body. You could always be converting fat to muscle and as the latter weighs more then you do not see the downturn of the scales.
