Windows sounds ..... from that very same Sound Manager that Judi described (start > settings > control panel > sounds) ... you can select which programs you want to have sounds for, and which ones you want to have disabled.
Personally, I recommend that EVERYBODY disable the Start Windows and Exit Windows sounds. I find the sound programs, especially at shutdown are one of the biggest causes of "hang" problems.
