Most sugar-free cough candies are usually sweetened with sorbitol, a sugar alcohol.If you choose to use these BEWARE the laxative effect of sorbitol, and read the label carefully to see if there's a "do not exceed X tablets per day" caution.
As DarkLotus suggested, sipping herbal teas is soothing ... there are a number of "medicinal" teas especially for sore throats, congestion etc. Hot chicken broth is good too ... most canned broths are fairly low in carbs, one gram or less per cup ... as long as they're sugar-free. Knorr brand bouillon cubes are sugar-free.
You might want to try some crushed ice too ... if you have a sturdy blender or ice crusher. Have a look to see if WalMart has the boxes of freeze-pops ... I know they sometimes have sugar-free. Or sugar-free popsicles. Again, these products may have some sorbitol in them, which can have laxative side-effect if you have too much.
