While you are on induction the list if very strict. AS you move through OWL it becomes more of your responsibility to regulate your eating habits. You find out how many carbs you can tolerate and what kinds. For some people they can never eat wheat, others have no problem.
When you move on to maintanance your food choices are based on how many carbs you can tolerate. Some carb sources have more nutricional value then others and more of an impact on your blood sugar levels. If you get to maintanance and find you have a very high carb tolerence and you miss milk, then by all means add it. Atkins even states a very rare piece of cake or icecream on maintanance won't kill you, as long as it doesn't send you into a bings or you suffer carb creep.
On maintananc eyou can also stager your carbs more having mroe then your CCL one day, then less the next as long as the week evens out. You can't do this on OWL or induction becaus eof insulin spikes, you need a steady carb intake daily.
If you are really missing milk now, try Soy Slender. It is a soy milk sweetened with splenda that only has 1 net carb for an 8 oz glass. It also doesn't taste much like soy milk, tasting more like regular.
If you are worried about calcium, then read where Atkins talks about calcium. There is great calcium sources that are also LC including veggies, cheeses, yogurt, cottage cheese and so on.
