Default Setting body shape expectations

I have a question regarding what are reasonable expectations for body shape? Not exactly sure how to phrase this. I am about 120 pounds over weight and have a large "apron" area. If you don't know what I am talking about, you don't have one! Is this ever going to improve? It seems the more I lose, the more saggy and gross I look. This is the main area I want to get rid of. I have lost inches on my waist but it seems to have slid downward. Anyone been through this and have any insight? I joined a gym a month ago and am doing circuit training 3x a week but the exercising just seems to excelerate the redistribution to this area.
