counting carbs minus fiber?

I noticed on another part of this forum that someone had posted a recipe and deducted the fiber count of an ingredient from the carb count for that ingredient. Can someone explain this and how is works? Is it from Atkins or another lo carb plan? It intrigued me. Thanks, K
