Question Question about reward meal from a newbie

Hi. I've been doing Atkins/PP for a year and I've been stalled for months now and I was thinking about doing CALP.
My question is if you can have more protein and veggies than the high carb stuff. It says in the book that you can't have more high impact carbs than protein and low impact, but what about the other way around?
Also, do they limit how much fat you can eat, or is it like Atkins?
