Question on Netzer's food counts book

In Corinne Netzer's, "The Complete Book of Food Counts", under the "Food and Measure" column, it is not clear to me, with some of the foods listed, if the author is referring to cooked or uncooked portions.

For instance, is 4 oz of lamb referring to the weight of a portion of lamb
before or after cooking?

Any feedback is appreciated. Thanks!
