If you go by the 10-12x rule, you should be eating at least 2600 calories a day, the bulk of those (around 70-75%) being from fat.
It's not meat you need to make you full (although protein does a much better jobs than carbs), but fat. And one great way to add fat into your diet is things like sauteed mushrooms, salads with full-fat dressings, veggies in butter, so on and so forth.
If you're drinking enough water (at least a gallon a day) the water will be flushing itself through your system. Generally speaking, water weight gain is caused from too much salt in foods rather than drinking too much water, so if you're intaking a lot of things like bacon, sausage or other processed/deli-type meats I would look to that as the culprit.
