To reduce fat deposits on the body, you have to use a combination approach of diet, cardio work, and resistance training.
There is no such thing as spot reduction of a specific area, as your body will use its stored fat in whatever way/fashion it sees fit (different ways for each person).
Having said that, there is a good program for beginners that I have put together at the top of the exercise forum that will answer many questions that you might have, as well as giove you a sample program to start with.
