It's not just a muscle issue... your body tends to retain water when you lose fat - so you may be losing fat and not see the result in your measurements, and then, when your body decides it's ok to let go, the water leaves and you lose the inches.
Exercise is definitely a factor though! Muscle weighs more than fat, so you can get trimmer, and stay the same weight, or even gain.
I'm a firm believer in the irrelevancy of the scale. You know how you feel, you know how your clothes fit, and you can see yourself in the mirror, or take pictures... all that is much more important.
