Default Is it Possible for Body Fat to Move ???

Wierdest thing...My pants have been getting tighter [in the butt] over the last few weeks, but my shirts have been getting looser. I checked my body fat using a Caliper and it was going down. So, I checked my measurements using a measuring tape...and get this:

1) Chest: -1/2"
2) Navel: -1"
3) Hips: +1"
4) Thighs: -1/2" (each)

I'm glad to lose inches off my thighs...But, why is some of it resettling in my Hips ???
