Janice, if all you need to do is resize the picture, you can do it with Windows Paint (assuming you're using Windows 98 or higher).
Just go to Start > Programs > Accessories > Paint. Open your picture from the File menu. Click on the Image menu, then Stretch/Skew. Then adjust the % by the desired amount and voilą .. You can also crop the picture if you want to remove some background. Just click on the dotted rectangle from the left column, and then select the portion of your pic you want to trim. Note - crop first, before you resize.
If you goof, just click Undo from the Edit menu, or press Ctrl+Z. Remember to Save As a .jpg image (the default is .bmp)
Let us know if you need more help. Windows Paint isn't able to reduce the no. of pixels per inch, and that might still cause a size problem for uploading. Avatars can be no larger than 100 x 100 pixels (or 20 kb)
