Default how to tone upper arm without adding "bulk"?

well, one of the parts of my body that need a LOT of work are my upper arm.. they have a good amount of untoned flab.. its yucky. how exactly do I tone and fix this without adding massive amounts of muscle and bulk to my arms??

Since you are female the only way you really would add bulk is to take steroids. Go ahead - work those biceps and triceps - you'll look great!
