Children also need more calcium then adults. I don't know if low calcium effects weight loss, but they did a study proving added calcium suppliments really sped up weight loss. He may also just be on a plateau and patience will pay off. If he's exercising regularly, the fat may be leaving, but muscle being built. Try using a tape measure instead of just a scale.
He's not trading lunch at school or getting treats from somewhere is he? If he's feeling denided he might try to sneak some. Offer low carb sweet treats, or salty ones and everyone will be less likely to have extra carbs.
