Hi, dreamer, welcome to PP. If the sugars on the label are sugar alcohols, yes, you may subtract them from the carb count. But be aware that sugar alcohols stall some people, especially when they're first starting out. Some people like to split the difference, just to be cautious, and count half of the amount of sugar alcohols in the bar as carbs.
But if they're just plain sugars--like corn syrup, fructose, etc.--then you can't subtract them, and you can't eat them on a low carb plan! I doubt that they are, though, since if they were, the bar wouldn't be labelled "low carb."
It seems to me that if you're going to eat an lc bar, you'd be best off looking for one with a higher fiber content. The Atkins Advantage peanut butter bar, for example, has 10 grams of fiber. That way you get much more nutritional bang for your buck.
