This site is more accurate about the carbs. The difference is that Atkins was trying to simplify for beginners. Eggs don't have MUCH carbs, so he presented them as one of the foods you can eat till you're full. In small print, under the list of foods acceptible for Induction, he does mention that they have small amounts of carbs, but to go ahead and eat them anyway.
As for times of day to eat/not eat certain foods, the best time to avoid sweets is in the morning. Our bodies produce about twice the amount of needed insulin for our first meal of the day. Therefore, anything you can do to lower that initial insulin response is helpful for long-term weight loss and for controlling blood sugars. Later meals will not have as great an impact on our bodies. And, since sugar alcohols impact some people the same as other sugars, people who are sensitive to these should avoid them in the morning.
