Get your Body Fat tested and then shoot for what you think a healthy percentage is. Your right in most of those charts based on height are only the average and way off for some of us, female included. I wouldn't go by the scale because if you are adding muscle through body building you may be losing the body fat without losing weight. If it gets to a point the only way to get to goal is to lose lean mass, I would raise the goal
As close as you are instead of focusing on losing weight, focus on toning and tightening. Find tiem for both cardio and strength training and you will probably have great results, even without the scale moving.
