The one gram of sugar equals the 1 gram of carb ( If you notice under the carbohydrates is the break down of all carbs/ that is why the word, carbohydrates is in dark letters and the carb contents, underneath, are in lighter words ). Therefore if fiber was included in the carb count , for example, and there were 5 grams of fiber and 1 gram of sugar then the total amount of carbs would be 6 grams and these would be listed under carblhydrates. But since the fiber does not impact blood sugar levels we subtract those grams from the total of carbohydrate grams. Sugar, however impacts blood sugar so we must count that. So, to make a long story short, the label is telling you that the gram of carbohydrates in the product is coming from sugar.

Probably the reason there is no sugar printed in the ingredients is because no sugar was added. The sugar content is coming from the vinegar IMO.
