According to nutritiondata.com, a whole seeded jalapeno has only 0.9 g carb, with nearly half of that being fiber. An entire cup of seeded jalapenos would be 5.6 g carbs, 2.5 g fiber, so if you are doing net carbs, that's only 3.1 g carbs per CUP.
