Question BMI limits

I have read several explanations of BMI and understand that a BMI under 25 is in the healthy range - over 25 is considered overweight. For those who want to calculate BMI I just saw the definition. BMI = (weight in lbs) divide by (height in inches) divide by (height in inches) x 703

How low can you go with BMI before it is called unhealthy?

I was a gymnast in 1978 and weighed 134lbs with a BMI of 19.79

Ended up a retired long ago gymnast at 191lbs , a BMI of 28.20

Currently at 155lbs have a BMI of 22.89

If I go to my next target 148lbs I will have a BMI of 21.8

I realize BMI is an approximate heath guide and am not trying to have the lowest. Just have not heard anybody say what too low is.
