BMI is an inaccurate measure of obesity or fatness. An athlete or bodybuilder will have a high BMI due to increased muscle mass, but a very low % body fat, and definitely not obese.
That being said, I find it interesting that the suggestion is to increase exercise, which is always a good idea .. and there's no mention of following a lowfat, high-grain diet.
