Pre-subtracting fiber isn't just a low-carb phenomenon. Governments, food manufacturers and health agencies have been pushing for more accurate food labellinig for years. It's simply more accurate to pre-subtract the fiber content before calculating the energy value (calories) of the food, especially if the food has a significant fiber content ... fiber is not absorbed, therefore does not contribute calories.
Australia, UK and the EU are doing this, and here in North America many food manufacturers are starting the practise as well, although it's not officially a law here yet.
