There are at least two major errors in the original post. Insulin not only causes the body to store fat, it prevents the body from accessing those fat stores for energy. So if you've been filling your sails with carbs, you won't burn fat even though your energy requirements may have exceeded your caloric intake. Secondly, even if you've burned up your dietary intake of carbs and not storing fat, you've still contributed mightily to insulin resistance and hyperinsulinemia and all their attendant ills.
