Default Carb-up question/opinions...

Just a quick question regarding the 'carb-up'- What do you guys do if you find yourself at the same weight you were at the previous Friday? Do you proceed to carb-up anyways... or do you just eat low-carb for a few more days? The reason I ask is because I usually encounter this problem (leading me to believe I'm only burning off the fat from the carb-up during the low-carb week and starting the dumb cycle all over again); as of late I've been carbing up every 10 days (for 'one day'... starting after my depletion workout up until bed time). Now, I lose the extra 2 pounds of fat [per week]... BUT, I'm losing quite a bit of muscle in the process. Any suggestions...?
