I assume you mean that you *can't* eat hard cheeses -- but I don't know much about lactose intolerance, so perhaps I misunderstand?
How about:
deviled eggs
olives
beef jerky
pepperoni slices (if you microwave them they come out like crisp chips)
pickles
celery with a little schmear of peanut butter (or does that affect you like peanuts?)
avacado chunks in a vineagrette
broccoli and cauliflower florets dipped in vineagrette dressing
Spinach leaves and bacon rollups
Hmmmm, lemme think on it some more...
