Have you checked our BC Shoping list? There are a couple of stores listed from Victoria. There's also a link for Low-Carb Food Experts Canada, which is based in Victoria. It's run by IslandGirl who's also a member here, and she orders them currently as co-op/bulk orders. I know she can get DaVinci syrup and LaTortilla.
