Question Targeted Loss

I have been exercising for about 3 weeks now and am feeling great. I am losing inches everywhere, but it is REALLY noticable in my upper thighs and chest. My belly on the other hand seems to be the slowest to down size.

Can anyone give me some advice to help target that area of my body?
