Default Low carb requirement but NOT weight loss

I have been instructed to dramatically change my diet (permanently). I have no weight problem (35 years of cardio and watching fat content) but I do have sugar related issues I need to deal with. I am supposed to cut my carbs to below 80 grams per day (or lower).

Questions: (a) best book(s) to read (b) what can I eat for breakfast? I have eaten cold/hot cereal for almost everyday for the last 50 years so I am clueless as to what I can eat (besides eggs). I have a list of all of the foods and the carbs they contains but that doesn't help define a diet. (c) I have been eating sandwiches for lunch for most of my life. I can only eat salads with chicken so often --suggestions? (d)) since both my wife and I work, we eat out a lot. Any thoughts on how to manage eating out and maintain a low carb diet?
