I also found that exercise helped me lose weight. However, before I went on a diet, I also exercised and never lost weight. I found exercise helped me maintain weight, but not lose it without a diet to go with it. I personally think many people fail to lose with exercise because they are not really controlling their intake. Since they are increasing their expenditure via exercise, they eat more to make up for it!
I also think people over estimate the number of calories they really use exercising. I know a lot of people who run 3 miles and figure they can eat extra. Those miles barely burned off a single donut, so if you eat one, net zero!
