I think if your RM was unbalanced, it's best if it's in the direction of LC veggies and maybe some protein. I often have much more in the way of LC veggies than anything else.

According to the CALP book, Broccoli can be an okay food for a CM or CS. It depends on if it causes problems for an individual. (an insulin kick, cravings, or reduced weight loss)

The CALP book doesn't specifically say CALP has to be LF. It says it can be, if you doctor so advises. It says that LF has to be combined with high fiber for it to benefit the system.
