Default Is Low Carb Bread Okay?

I have been on Atkins since July. I found some low carb bagels that I really like. I have one every other day. My weight loss has diminished. Is it something about the bagel (only 2.5 carbs) that slows weight loss? It has lots of fiber. I was just wondering - I'm still staying under 20 carbs a day - but maybe bread - even low carb is not right for me. Any advice?
