basically:

a) The Health Protection Branch (the product not yet listed and cleared, or categorized, therefore not explicitly legal for sale), our "equivalent" of the FDA, aka FDA-North

b) and quite possibly a patent/copyright restriction... interesting point (I've been "hearing" that Johnson & Johnson has been leaning on the small vendors of liquid Splenda in the US to stop, under pressure from various threatened manufacturers who presumably want a lock on the products, to make it difficult for people to make 'n' bake their own ... a solid source on this, too).
