Hmmm, that is strange. I just checked the Piller's website, and their online product nutrition information shows 1.6g carbs for 100g serving of the Pepperonetts sticks.

Definitely a discrepancy with the package information. I wonder if maybe the count on the package is for just one stick, so that the count would be less than is required to be declared by law?? In Canada, carbs must be declared to the nearest 0.1g, whereas in the US, they can round to the nearest whole gram (that's how they get away with calling something with 0.5g as zero, such as cream, and the sweetener packets)
