Question How Do I Count These Carbs?

I am already familiar with being able to subtract grams of
dietary fiber as listed on the label from your total carbs for the item.
I also, however, sometimes see another listing in that indented
area under the carbohydrate reading called "Sugars."
Quite frequently when this happens, the number of grams of
dietary fiber and "Sugars" are equal.

A typical food label will look like:

Carbohydrates: 21 g (2%)
Dietary Fiber 3 g
Sugars 3 g

How do I interpret this? Can I still subtract the three grams of
fiber to make the end figure 18 g, or does the "Sugars" figure
offset that (cancel it out?)
