If you conduct a search of the forums, you'll find several threads (such as this one) where members give tips on how to low carb on a budget.

Personally, I just buy a lot of mince (Aussie for ground meat ) and stewing meat, rather than steak and more expensive meats. And I also check vegie prices, and pretty much stick to the cheapest.

Can't help you with the stevia versus Splenda I'm afraid, because I've never found stevia. I know it is available here somewhere, but i'm happy to stick with Splenda. I try not to use it too often anyway, because I have a sneaking suspicion my old bod thinks it's all sugar.
