It's definately water retention. Probably not due to crossing legs, it's just from sitting. When we sit at our desks we're not moving much so circulation slows down and water settles in the legs and feet.
Dr. Atkins suggested taurine as a natural diuretic. Green tea extract is also supposed to help. It is my experience that over-the-counter diuretics don't work.
Definately keep drinking the water and more if possible.
